President Anura Kumara Dissanayake announced plans to execute rapid and forward-looking development projects across transport, education, and healthcare using domestic financial resources without relying on foreign loans.
Addressing the second public rally in Beruwala, Kalutara under the theme "Two Years of Governance, Glory to the Nation"—marking two years of the NPP administration—the President outlined several key initiatives.
Transport & Infrastructure: Construction of three expressway segments—Rambukkana to Galagedara, Ingiriya, and Kurunegala to Galagedara—has been launched simultaneously using local funds for the first time in history.
Additionally, a Rs. 60 billion railway modernization project is underway to electrify tracks from Panadura, Ragama, and Mirigama to Maradana. Irrigation projects such as the Malwathu Oya Reservoir are also receiving increased funding.
Education Reform: Following comprehensive curriculum reforms, students under the new system will graduate higher education by 2032. To support them, the government aims to establish 50 new industrial and higher education universities island-wide by 2032, with initial steps launching in districts like Kalutara.
Healthcare Expansion: To reduce overcrowding at major tertiary hospitals, the government will set up thousands of primary family care centers starting next year. Direct access to major regional hospitals will require a referral from a local family doctor, while major facilities like the Kalubowila Hospital will see upgrades to laboratory infrastructure and emergency ambulance services.
