The Consumer Affairs Authority (CAA) has issued an extraordinary gazette notification mandating specific labeling and packaging requirements for the import, manufacture, storage, distribution, and sale of several varieties of soap in the local market.
The directive has been issued under Section 10(1)(a) of the Consumer Affairs Authority Act No. 9 of 2003 and applies to all manufacturers, importers, distributors, warehouse operators, and traders.
Under the new regulations, the name of the product must be printed in bold letters in Sinhala, Tamil, and English. Alternatively, the name can be displayed in any two of these languages on the main display panel, with the third language displayed on another panel.
Additionally, the packaging must clearly and conspicuously declare the Total Fatty Matter (TFM) percentage of the product, printed in bold lettering that is at least 2 millimeters in height.
These new regulations will apply to baby soap, toilet soap, shaving soap, carbolic soap, laundry soap, bathing bars, and soft soap. On the recommendation of the Acting Chairman of the CAA, S.M.D. Suriyakumara, the directive is scheduled to officially take effect on July 9, 2027.
